This is how i lay my trap..roasted chicken butt... no other cat food inside but catnip lay around... try not to put towel or anything on top..sometimes the towel may have other smell and it makes them even more cautious ... if you do put cat kibbles, put very little... let him eat it all and wait... usually it takes a while.. some is like an instance, some cats are more careful... patience... it can take up to half an hour.. had one even sleep in it for a while before he decided to tap the bait...and ya.. not all cats like fish... they prefer chicken.. if fish must be tuna...

As advise, was trying very hard to get Mimi to the vet without much success until yesterday. Saw a video somewhere (maybe from your blog) tie a string to the cage door. Hide behind the window and when the cat went in pull the string and the door is shut. Got 2 cats at one time and have to let the other one go as she had been spayed.
